- R3: THW require that all marginal increases in funding for healthcare technology be spent on whatever NICE believes most cost effectively maximises Quality Adjusted Life Years.
- Final: THW create: 1) an obligation on western powers to militarily intervene in conflicts where chemical weapons are being used (regardless of UN approval), and 2) a right if major humanitarian organisations to sue governments for failure to fulfil this obligation
